Arizona House Bill 2221 seeks to make attorney membership in the Arizona State Bar Association voluntary.

3/18/16  HB 2221, which was recently passed by the Arizona House of Representatives and Senate Government Committee, will now be submitted to the State Senate for consideration and vote. Under the terms of the current legislation, mandatory attorney regulatory functions such as admittance to the practice of law in Arizona, enforcing the rules of ethics, and maintaining attorney trust account records, would become the duty of the Arizona Supreme Court. Membership in the Arizona State Bar would become voluntary, with a separate yearly membership fee to access elective services provided by the Association such as Ethics and Trust Account Hotlines, Fastcase (a legal research application), and various commmittees.
